I strongly believe that Sonic Team has done their research here for the game's setting, architecture, culture and people.
It is very much like their work with Sonic Adventure they went on the Inca Trail in South America for inspiration. The same with San Francisco in Sonic Adventure 2. ^_~ [link]
This time the team travelled to Euopre in one of the most beautiful cities that Italy has to offer - Venice.
